The Clean Water Act created the National Pollutant Discharge Elimination System (NPDES) program. We operate our storm sewer system through a NPDES permit from the Minnesota Pollution Control Agency. The permit requires a Storm Water Pollution Prevention Program (SWPPP) with City plans for the following:

Illicit Discharges

Access the online City Code for regulations that support detection and elimination of potential pollutants in the storm sewer system.

Sec. 4.04. Subsurface sewage treatment systems

Sec. 7.05. Obstructions and excavations within public rights-of-way (streets or sidewalks/trails)

Sec. 10.32. Obstructions and dumping on public property
