A lot of time, energy. and resources go into making Eagan Parks & Recreation's adult leagues an enjoyable experience for everyone. League Policies

Competitive Balance Policy

Purpose

To promote fairness, safety, competitive balance, and enjoyment for all participants in a night’s highest-level league this policy outlines the process for reviewing teams that demonstrate consistent dominance over multiple seasons. The goal is to maintain a healthy playing environment for all teams while recognizing and addressing potential disparities in team performance, allowing for the league to succeed overall.

Policy and Review Process

A team that wins a night’s highest level of play league three consecutive seasons will trigger a formal review conducted by the League Director. This review will assess whether the team's performance and composition have significantly exceeded the competitive standard of the division. The review will consider both quantitative and qualitative factors, including but not limited to:

Quantitative Factors

  • Overall win percentage
  • Point or run differential
  • Margin between the first-place team and the rest of the division

Qualitative Factors

  • Recruitment practices, such as:
    • Repeated acquisition of high-tier talent
    • Recruiting high-tier players from other teams within the league
  • Safety concerns (e.g., potential for injury due to skill mismatch)
  • Division’s anticipated future level of play; was there a temporary drop in the level of play creating a skill gap, or is the skill gap likely a long-term issue
  • Sportsmanship and team conduct during games
  • Attitude and approach in victory; does a team win with grace or use poor sportsmanship. Examples: manipulating standard game play for self-benefit, running up the score, or sending inappropriate verbal comments at opponents.

Team Manager Consultation

A dialog will be opened with the team’s manager to:

  • Discuss the team’s goals and long-term vision
  • Explore possible strategies to promote a competitive balance
  • Collaborate on solutions that preserve competitive integrity and enjoyment for all participants

Potential Outcomes and Strategies

Following the review, the League Director, at their discretion, may implement or discuss one or more of the following action steps:

  1. No Action – If the review finds the team’s success to be within acceptable competitive standards.
  2. Recommendations – Suggestions for voluntary changes, such as adjusting recruitment practices, altering internal team structure, or other measures designed to promote competitive balance.
  3. Play Limitations – Suggestions may be given for the team to play with fewer players than the standard roster size to create a more balanced on-field environment.
  4. Roster Limitations or Player Ineligibility – Restrictions may be placed on adding new players and/or existing players may be deemed ineligible to participate based on their skill level or past performance.
  5. Restrictions Based on Playing Experience – Teams may be limited in the number of players with advanced playing backgrounds, such as tournament play, collegiate experience, semi-professional, or professional experience. The league may place a cap on or prohibit players with such backgrounds from participating.
  6. Splitting teams – The team may be required to split into two separate teams or limit the number of returning players eligible to remain on the roster for future seasons.
  7. Probationary Status – Temporary monitoring with follow-up reviews to assess progress.
  8. Removal from League Play – If no other measures are sufficient or are refused by the team, the team may be disqualified from further participation in the league.

All outcomes will be determined on a case-by-case basis and aim to preserve the values of sportsmanship, inclusivity, fun for all and continued success of the entire league.

Sportsmanship Policy

Purpose

Eagan Parks & Recreation is interested in ensuring that a high level of sportsmanship be maintained in the sports programs directed by the city. Eagan Parks & Recreation shall enforce a zero-tolerance policy with regards to negative conduct before, during or after league games. Therefore, the following policy for dealing with cases of unsportsmanlike conduct will be instituted.

  1. Any player, coach, manager, or spectator ejected from any game for an unsportsmanlike act including but not limited to profanity, rowdy or disruptive behavior, mischief, tantrum behavior, verbal abuse will result in a:
    1. Game suspension for the remainder of that game plus at least the next two games.
      1. A suspended person may or may not be allowed at any site where league games are in progress.
      2. Violating the suspension will result in forwarding the incident to state for further sanctions against the player and/or team.
    2. The suspended player’s name will be placed on probation for one year for all Eagan Parks & Recreation adult leagues.
    3. Any player, coach, manager, or spectator ejected a second time during a 365-day period for unsportsmanlike conduct shall be prohibited from participating in all Eagan Parks & Recreation adult leagues for at least one calendar year.
  2. Any unnecessary physical contact including but not limited to fighting, hitting, kicking another individual will result in a:
    1. Game(s) suspension deemed appropriate by the League Director.
      1. A suspended person may not be present at any site where league games are in progress.
      2. Violating the suspension will result in forwarding the incident to state for further sanctions against the player and/or team.
    2. Suspended indefinitely from all Eagan Parks & Recreation adult leagues, pending review of the incident by the Eagan Parks & Recreation for additional disciplinary action.
    3. The suspended player’s name will be placed on probation for one year after the suspension has been served for all Eagan Parks & Recreation adult leagues.
  3. Any physical contact including but not limited to fighting, hitting, kicking an official will result in an immediate:
    1. Minimum 12-month suspension from all Eagan Parks & Recreation adult leagues.
      1. A suspended person may not be present at any site where league games are in progress.
      2. Violating the suspension will result in forwarding the incident to state for further sanctions against the player and/or team.
    2. The suspended player’s name will be placed on probation for one year after the suspension has been served for all Eagan Parks & Recreation adult leagues.
    3. The incident will also be reported to the state organizations or governing body for review.
  4. Appeals Process:
    1. An individual and/or the individual’s team manager that has been ejected from a game has 24 hours from the time of the ejection to contact the League Director to share his/her information regarding the incident. Failure to call within the 24-hour time period will result in a forfeiture of ones right to appeal the League Director’s final decision.
    2. Should an individual/manager wish to appeal a ruling in Eagan, they must present a written appeal to the League Director(s) and $60 cash within two working days of notification of the decision. The League Director(s) along with another Parks & Recreation Staff member will make the final decision. If your ejection is over-ruled, you will get your $60 back.
    3. This process applies to ejections due to both unsportsmanlike conduct and unnecessary physical contact.
  5. An individual retains the right of a hearing when the action to be taken is expulsion from participation in the league:
    1. The player will provide a written explanation of the situation that resulted in his/her ejection from the game.
Free Agency

If you are new to the area, have been out of organized athletics for a while, or just want to play adult sports but can’t find enough teammates, become a free agent. This is a free service provided to help connect players with teams. The list of free agents is available to our adult athletics team managers to pick up players as needed, or if there are enough interested free agents, we’ll attempt to form a team from the list. Names will remain on the list for one year.

Please note, there is no obligation for a team to add a player from the list or for a player to join a team that contacted them from the list. The free agent list is simply a connection service, and the City of Eagan is not responsible for any outcomes of connections. Adults must determine if the connection is the right fit for them. Refunds/Weather Cancellations
  • If a league is cancelled by Eagan Parks & Recreation due to low numbers, a full refund will be given.
  • If a team chooses to back out of the league after the registration deadline, no refund will be given.
  • If games are cancelled due to poor weather conditions and no make-up dates are available, credit vouchers will be issued to the team manager's account for the cost of the umpire/official for that game. This credit can be used toward future league payments. 
Sponsorships

We encourage teams to find sponsors to cover or subsidize the cost of team fees. To sign up, full payment is required at the time of registration. Pay with a credit card online or in-person at the time of registration to secure your spot. Once your sponsor check is set to arrive, let us know, as we will refund your credit card and use the sponsor check to cover the amount of registration. Please have checks made payable to the City of Eagan.

Basketball

Eagan Parks & Recreation offers three seasons of 5-on-5 adult basketball:

  • Winter: Jan.–mid-Mar.
  • Spring: Apr.–late-May
  • Fall: Sept.–early-Dec.

Leagues are a collaborative partnership between Eagan and Apple Valley. Sunday leagues are played at the Apple Valley Community Center and Wednesday leagues are played at the Eagan Community Center.

All 5-on-5 leagues are officiated and staffed with a scorekeeper. Teams are required to have reversible jerseys or 2 sets of t-shirts of opposite color (light and dark) with non-duplicate numbers. Taped numbers are not allowed.

Bean Bags

The City of Eagan Parks and Recreation Department offers sets of permanent concrete bean bag boards at Blackhawk Park, George Ohmann Park, Trapp Farm Park and Thomas Lake Park. Participants must bring their own bean bags. The bean bag boards are available only during times when the pavilion is not being rented. To check on availability, please call 651-675-5500 option #2.

Broomball

South of the River Recreators (SORR) will be offering broomball this winter season. Burnsville Parks & Recreation will be accepting team registrations and hosting all games this season at North River Hills Park. For more information please visit the City of Bursnville's website. Hockey

Open Hockey

Not interested in being on a league but want to stay active in the sport? The Eagan Civic Arena offers drop-in adult open hockey. Just show up with your equipment and play the game! The cost is $5 per skater per time, and goalies skate free. Skaters must be 18 years of age and older.

Pickleball

Join in the fun of pickleball! Pickleball is America's fastest-growing sport. It's played on a court similar to a badminton court and can be played on an altered tennis or basketball court. It is played with wood or composite paddles that are used to hit a perforated plastic ball that is comparable to a baseball-sized wiffleball. The game of pickleball can help you stay active and healthy while providing hours of social entertainment and enjoyment.

Open Pickleball at the Eagan Community Center

  • Monday–Friday: 6 a.m.–2 p.m. (check the Open Gym Calendar for an up-to-date schedule)
  • Cost: $10 per visit for non-members, $2 per visit for members or a 20-visit punch pass for $20 for members only. (Check the ECC Website for up-to-date pricing information)

Outdoor Pickleball

  • Eight (8) dedicated at Quarry Park (3340 Coachman Road)
  • Nine (9) dedicated at Rahn Park (4425 Sandstone Road)
    • Outdoor pickleball leagues will take place Monday - Thursday. Schedules for each court are posted at Rahn Park and updated throughout the season. 
    • Court #3 is always designated as open play. 
  • Four (4) dedicated at Sky Hill Park (3590 Blue Cross Road). 

The following is a list of rules for park use:

  • Opens for the season May 1 (will open sooner if weather permits)
  • Court hours 7 a.m.–8 p.m.
  • If courts are full and players are waiting, please limit play to one game to 11 points, use of the Paddle saddle racquet holder determines who's up “NEXT” for open court.
  • Food or beverages, other than water, are not permitted on the courts
  • Pets are not permitted on the courts
  • Tennis/Pickleball/Athletic shoes only
  • Wheels of any kind are not permitted; this includes but is not limited to rollerblades, skateboards, baby strollers and bicycles.
  • Leagues will yield unused courts for open play. 

Pickleball Lessons

We offer two types of lessons: beginner and skills and drills. You'll learn the rules and how to play with fun lessons and drills from an experienced pickleball instructor. We'll match you up with a partner of like ability to practice various skills in a low-key, fun environment. Equipment provided. Our skills and drills lessons are designed for current players to improve their game, learning things such as drop shots, spinning the ball, etc.

Summer Pickleball Camp

Our youth pickleball camp will run July 13–15, 2026 from 10 a.m.–12 p.m. at Rahn Park on courts 4–9. Registration is available at discovereagan.com 

Softball

Eagan Parks & Recreation Department offers two seasons of adult softball.

Tennis

Eagan Parks and Recreation offers adult tennis lessons taught by USTA-trained instructors. Register for Adult Tennis at discovereagan.com.

Beginner lessons are perfect for those new to the game or with minimal experience. You'll learn essential strokes, develop rally skills, and start your tennis journey off right - with a brand new racquet included for all beginner participants!

Teams are required to set up and take down equipment at ISD 196 locations. When playing at the ECC staff will set up and take down equipment. Volleyballs are available at all locations for use.
