Zoning Permits

Zoning Permits are required for the construction of physical improvements that do not require building permits. The Zoning Permit is a tool to help property owners ensure that improvements they make to their property, particularly those improvements that are permanent or that would be difficult or expensive to move after the fact, are installed according to City Code in the first place. Examples of the types projects that require a Zoning Permit are listed below.

  • Fences
  • Patios, sport and tennis courts
  • Driveway replacement/expansion and sidewalks
  • One-story detached accessory structures used as tool or storage, play houses/structures and similar uses, not to exceed 120 square feet in building area (multi-story structures or those larger than 200 square feet require a building permit)
  • Retaining walls less than 4 feet in height (retaining walls 4 feet and taller require a building permit)
  • Docks


To apply for a permit, please complete a Zoning Permit application, including a copy of scaled plans. You may submit the application and plans in-person, by fax (651) 675-5694 or by email to the Planning Division at City Hall. Our hours of operation are 8:00 a.m. to 4:30 p.m., Monday through Friday.
