Upscale Outlet Center Breaks Ground

Proposal, Final Development Plans:
On March 19, 2013, the Eagan City Council approved a Final Subdivision and Planned Development plans for Paragon Outlet Center to develop a 441,000(gsf) outlet center. The subdivision includes creating additional EDA controlled outlots for a parking structure and future development. Development area site plan.
The plan includes six separate buildings connected with internal and perimeter walkways with primarily covered spaces and canopies. Planting islands, extensive landscaping and pedestrian scale lighting are also provided.
Two large surface parking lots are provided at the east and west ends of the development, while the EDA would construct an approximately 1550 space parking structure to provide additional parking to the outlet center and additional development.
In addition to meeting landscaping and tree replacement requirements, the development is providing for a parkland dedication of property across Cedar Grove Parkway from the site to complement Woodhaven Park to the east and to retain green space, including a substantial mature tree stand within the area.
Typically the outlet center is comprised of 1 to 2 anchors of 25,000 square feet, 3 to 4 mini anchors of 10 to 15,000 square feet, with average size stores of 3,000 to 3,500 square feet.
Typical Project results in $100M investment and generates 400 construction jobs, with 1,600 to 2,000 retail jobs when completed.
The preliminary plan attempts to meet the Cedar Grove design standards by creating pedestrian pathways and streetscapes featuring a few larger stores and many smaller stores broken up by various compatible design elements and materials.
On April 3, 2012, the Eagan EDA reviewed and approved a Preliminary Conceptual Plan presented by Paragon Outlet Partners, LLC to develop a 400,000 square foot outlet shopping center.
On May 1, 2012, the EDA approved a Preliminary Development Agreement with Paragon Outlets for the area defined in the Preliminary Conceptual Plan. The Agreement provides the company with site control through the preliminary marketing phase and the negotiation of a purchase agreement.
City Staff is continuing to work with Paragon to determine project costs and responsibilities.
The Eagan EDA and City Staff is currently working with the Master Developer for the area, Pratt Development and Cassidy Turley, to market the remaining development sites.
A market study was completed by Maxfield analyzing the market potential for a outlet retail at Cedar Grove.
SRF Consulting was asked to update the 2009 AUAR traffic analysis to determine traffic level changes for the proposed outlet center. The July study concluded that analyzed intersections are expected to perform at acceptable levels. Additional mitigation recommendations were also included.
On September 19, 2012, Paragon Outlets along with Alliant Engineering submitted development applications for a subdivision and Preliminary Planned Development to develop a 450,000 (gsf) outlet center. The subdivision includes creating additional EDA controlled outlots for a parking structure and future development.
On October 23, 2012, the Advisory Planning Commission recommended approval of the development.
The Eagan City Council approved the Preliminary Subdivision and Preliminary Planned Development application.
March 19, 2013, City Council approved final PD and Subdivision plans.
Major utility relocation and Rahn Road realignment completed.
