If you have questions, concerns, requests or other needs related to your utility account, contact Utility Billing staff via phone, fax, or online at our Citizen Support Center

Here are some of the things you can do at our Citizen Support Center. Please make note of the path shown in parentheses for easier navigation within the Citizen Support Center:

  • Get answers to frequently asked questions about utility rates, service, billing and more (click on Find Answers, category Utilities)
  • Send a request to Utility Billing staff (click on Make a Request, category Utilities)
  • Notify Utility Billing staff that you are moving out and need a final meter reading (Make a Request, category Utilities, Water/Sewer Billing)
  • Open an account if you are moving in (Make a Request, category Utilities, Water/Sewer Billing
  • Securely view and pay your bill online through the new Eagan Easy Pay System or the automated phone line. Select the Eagan Easy Pay tab to learn more.

NEW 24/7 Eagan Easy Pay Utility Payment System Available

There’s a new easy way to securely view and pay your City utility bill—it’s called Eagan Easy Pay. The City is now partnering with Invoice Cloud to provide a simple and secure electronic payment system that allows customers to view and pay bills online 24 hours a day.

Get started with Easy Pay

You will need to have your Customer Number and Account Number handy before you begin. These numbers are found on the upper right-hand corner of your paper billing statement (shown here).


Enroll in online billing

Follow these steps to enroll in online billing:

  • Visit the Easy Pay site to set up your customer profile
  • Choose Register Now to create your account
  • Type in your Customer Number and Account Number (as shown above), then hit Search Invoices
  • Select the top invoice, then click on Register Selected Invoices
  • Enter your email address, then confirm email
  • Finally, create your password, enter secure code (as shown), and then click Complete Registration

Now you can sign-in to view your invoices, pay your bill or add Auto Pay to your account.

Make a one-time payment

With Easy Pay, you can make a one-time online payment (with no registration required).

  • Access the Easy Pay system
  • Type in your Customer Number and Account Number (as shown above), then hit Search Invoices
  • Select the invoice(s) to be paid, then click Add selected invoices to your cart
  • Follow the prompts on the screen to complete your transaction

Please note that there is a $1,000 payment cap for this option if paying with credit card. If your payment exceeds the $1,000 amount, you will need to make multiple credit card payments from, a checking or savings account.

Add a payment method

You can pay your utility bills by credit or debit card (Visa, MasterCard, Discover), or you may issue an electronic check from your bank account (checking or savings).

  • Sign into the Easy Pay system
  • From the top menu, select My Profile, then Payment Method
  • Select either Add New Credit Card or Add New Bank
  • Provide the required information, then click Save

Sign up for auto pay

Once you have set up a customer profile, you can set up auto pay for recurring/customized payments to be automatically paid on their AutoPay collection date.

  • Sign into the Easy Pay system
  • From the top menu, select My Profile, then Auto Pay
  • Click New AutoPay Setup
  • Select the account, invoice type, and payment method, then hit Save this AutoPay Setup

After the recurring payment has been processed, you will receive an email confirmation of your transaction automatically.

The Utilities Division has designated a customer service maintenance employee to deal directly with the residents of Eagan. During normal business hours (7 a.m.-3:30 p.m., M-F), call Utilities at (651) 675-5200. For all off-hour emergencies, please dial 9-1-1. Dispatchers will make every attempt to contact the appropriate Public Works personnel.

The City of Eagan Public Works Utilities Department welcomes your request for information or services through the use of the Citizen Support Center as well. If you've had a good experience with the Department please share it with us. If you have a customer service request, we will be happy to help you. Your request will be handled by a Utilities representative. Tell us the information or services you need, or the nature of the complaint or compliment, and give us a way to reach you. We'll do our best to respond within 48 hours of receiving your message.
