Housing Program Information

Housing assistance and improvement programs are coordinated for the City of Eagan by the Dakota County Community Development Agency (CDA).  The Dakota County CDA provides services and information relating to first time homebuyer loans, down payment assistance, rental housing vouchers, senior housing, home rehabilitation and other programs.  For further information regarding CDA programs and services, please follow the link above or call the Dakota County CDA at (651) 675-4400.
 

Commercial Rental Properties

The City of Eagan has multiple commercial rental properties in addition to privately rented residences.  A list of commercial rental properties, with contact information, is available here for your use.  All residential rental properties are required to be registered.  To register a rental property, please visit the Rental Registration Program page on the City's website.

 

First Time Homebuyer Program

Homebuyers in Dakota County can now access fixed, low-interest mortgage financing along with a Mortgage Credit Certificate and up to $10,000 in downpayment and closing cost assistance through the reloaded Dakota County Community Development Agency’s First Time Homebuyer Program.
 
First time homebuyers or households that have not owned a home in the last three years can use this financing with 30-year FHA or VA loans. Single family homes, townhomes or condominiums in Dakota County are eligible for the program with a maximum purchase price of $276,683. Income Limits are $83,900 for a one- or two-person household and $92,290 for a three or more person household. 
 
Along with the first mortgage financing, homebuyers can elect to apply for a mortgage credit certificate through the Give Yourself Credit! program. This certificate provides a federal income tax credit equal to 35% of the annual interest paid on the loan and helps reduce the amount of federal income tax the households is required to pay. This helps free up income to make homeownership more affordable.
Downpayment and closing cost assistance loans are also available and amounts vary based on income. These loans feature zero percent interest and are deferred until the first mortgage is paid off, when the home is sold or refinanced or when the home is no longer the buyer’s primary residence. 
 

Rental Assistance Programs and Availability

The Dakota County CDA also provides a packet containing private rental housing availability that is updated weekly.
 
The City of Eagan maintains a list of rental properties in Eagan, including senior housing and assisted living facilities.

 
Housing Improvement Areas for Townhome and Condo Associations

A Housing Improvement Area (HIA) is a defined area of a homeowners association where common area housing improvements are made with money loaned by the City or Dakota County CDA.  The fee is then imposed on each unit owner and repaid in the same manner as property tax payments.  This program has successfully assisted with improvements at Cedar Bluffs Townhomes, Meadowlark Ridge Townhomes and Coachman Oaks Condominiums within the City of Eagan. For more information about this program, please visit the Dakota County CDA homeowners page or call a Housing Finance Program Coordinator at (651) 675-4488.

 

Foreclosure Prevention Assistance

The Mortgage Foreclosure Prevention Program (MFPP) provides free counseling assistance to help homeowners who are in or nearing foreclosure with referrals to additional resources and, in some cases, financial assistance.  Homeowners work one-on-one with the CDA homeownership specialists to assess the situation and determine possible solutions.  Please visit the CDA web site for more details or call (651) 675-4555.
