Business Licenses

Business Licenses

The City of Eagan does not issue general business licenses. Certain types of businesses require a license or permit from the City. For specific license and permit information, see the license pages below. You may also call the City Clerk’s Office at (651) 675-5000.

Before opening a business within the City, please check with the Planning Department to confirm that City zoning allows your proposed business at its planned location.

Gambling

To determine what gambling license is required, please contact the State of Minnesota Gambling Control Board online: http://mn.gov/gcb/ or by calling (651) 539-1900. The Gambling Control Board will provide you with the correct license forms.

After receiving the license form from the Gambling Control Board, it must be submitted to the City for approval. Because gambling licenses must be approved by the City Council, please submit your application to the City as soon as possible. Alcohol

Selling, serving or providing alcohol requires an alcohol license from the City. There are a variety of license types available. Before completing an application, please contact City Clerk Christina Scipioni at cmscipioni@cityofeagan.com or (651) 675-5034.  She will help you determine what type of application is needed.

An On-Sale Liquor License allows the sale of distilled alcohol, beer and wine for consumption at the business.

An On-Sale Wine and Beer License allows for the sale of wine and beer for consumption at the business.

An On-Sale 3.2 Percent Beer License allows for the sale of 3.2 percent beer for consumption at the business.

An Off-Sale Liquor License allows for the sale of distilled alcohol, beer and wine by a liquor store for consumption by the customer somewhere other than the business.

An Off-Sale 3.2 Percent Beer License allows for the sale of 3.2 percent beer for consumption by the customer somewhere other than the business.

A Temporary Liquor License allows for a non-profit to sell or serve alcohol for up to four days.

On-Sale Taproom and Off-Sale Brewer Licenses allow brewers to sell beer brewed on the premises for consumption at the brewery and to sell growlers of beer brewed on the premises.

Massage Therapy

Providing massage therapy services requires a license. The business providing the massage therapy must receive a Massage Therapy Establishment License. To receive a license, the business owners and on-site manager must pass a background check and the location must pass an inspection.

In addition, every person providing massage therapy services must receive a Massage Therapist License. To receive a license, applicants must pass a background check and provide proof of education.

Paintball Facility

The City allows indoor paintball facilities via zoning approval and a Paintball Facility License. Outdoor paintball facilities are not allowed within the City. License Period: Calendar year Fee: $150 

Pet Shop License

A Pet Shop License is required for a business selling dogs, cats, hamsters, parrots, fish and other small animals.

License Period: Calendar year Fee: $100 / Renewal Fee: $50

Kennel License

A Kennel License is required for any facility that houses four or more dogs, cats, ferrets or rabbits more than six months old. Homes on residentially zoned properties are not eligible for kennel licenses. To receive a kennel license, the applicant must receive zoning approval through the City Council and must pass an annual inspection.

Garbage, Refuse and Recycling Haulers

Hauling garbage and recycling from homes and businesses in Eagan requires a license. There are three different types of licenses:

  1. Residential Hauler Licenses are for haulers that collect garbage and recycling from individual homes (i.e. single family homes, townhomes, etc.). The City limits the number of residential haulers licenses issued to seven. Currently all seven licenses have been issues.   2. Commercial Hauler Licenses are for haulers that collect garbage and recycling from businesses and homes that have a centralized collection location (i.e. apartment buildings).
  3. Construction debris haulers are for haulers that collect waster building materials, packaging, and rubble that come from construction, remodeling, repair and demolition of buildings.

To apply for a license, haulers must complete an Application Form and provide proper insurance.

Shows

A Shows License is required for traveling caravans, circuses or carnivals.

Fee: $50 investigation and $25 license 

Door-To-Door Soliciting/Peddling/Transient Merchants

People going door-to-door to sell a product or service are required to obtain a Solicitor/Pedder Permit. To apply for a solicitor/peddler permit, complete the application and submit it with a color copy of the front and back of a state-issued ID. The non-refundable application fee is $100. The applicant must pass a criminal background check. Once issued, solicitor/peddler permits are valid for one year. Transient Merchant Permits are required for those selling products from a vehicle or temporary cart. Transient merchants are not allowed to set-up on roads, sidewalks, trails or curbs except if they are driving by and stop to make an immediate sale (for example, an ice cream truck). Please contact City Clerk Christina Scipioni at cmscipioni@cityofeagan.com or 651-675-5034 for more information about rules regarding transient merchants, such as food trucks, on private and park property.

Special Events

Certain runs, walks, bike rides and other events within the City require a Special Event Permit. To determine if your event requires a special event permit, please contact City Clerk Christina Scipioni at cmscipioni@cityofeagan.com or (651) 675-5034.

Tobacco

A Tobacco License is required to sell tobacco products and electronic cigarettes. Tobacco license applicants must submit an application and complete a background check.

License Period: Calendar year Fee: $200 - Investigation Fee: $100  

Tree Contractor

Businesses providing tree maintenance work within Eagan must obtain a Tree Maintenance Contractor License. To apply for a license, submit an application form, certificate of liability insurance and the $25 license fee. All licenses expire December 31 and must be renewed annually.
